What is Presidential Regulation 4?
1.“This is a regulation that speaks to the relationship between the university and the student clubs and student governments […] it specifies the rules and responsibilities of the university and administration in co-operation in working with the student groups on campus.”

What is the relationship between the student union and the university administration?
1.“Section two says that student governments, student organizations and the financing of student activities must be conducted on a democratic, orderly and responsible basis. The responsibility of this must also be guaranteed, and this is part of the role of the university to oversee this.”

What are the roles of the university administration with regards to the YFS?

The university assumes a sense of responsibility to all students and the Board of Governors.”
2.“Some individuals have a misunderstanding that [the regulation] puts the university in a parental role above the student union. It helps to clarify the existence between two autonomous organizations that have to co-exist and work collaboratively and, sometimes, at odds with each other on this campus.”
Doesn’t Regulation 4 interfere with the autonomy of the student government?
1.“I don’t like that [people think] there’s a desire to interfere with the autonomy of the YFS. We have a broad responsibility to all students because we play an active role in facilitating assessments […] there isn’t a desire to disrupt autonomy, but the university does have a legal responsibility about what it is doing to facilitate and to make sure that it meets the needs of all students.”
2.“It’s not the role of the administration to get involved with internal student affairs. Students have a right to determine for themselves. there needs to be an autonomous student union. I would assume that in extreme circumstances, the university should intervene. For example, if the YFS decided to never hold elections and appoint someone as our leader, there would be an argument there.”
